Safety Management Systems Senior Manager

Job Description

This position reports to President/ Chief Executive Officer

Job Purpose

Responsible for the Safety Management System in Royal Jet (Flight & Ground Safety, manage Royal Jet safety reporting to the local/international regulatory entities (GCAA , Department of Transport ,ICAO,EASA and IATA). The incumbent will be the representing the company as Post Holder Safety for the GCAA .

Strategic and Organizational Duties and Responsibilities:

1 Continuously reviewing and evaluating work methods and procedure, and proposing plans and programs that would improve the performance of the directorate.

2 Oversees the development of the Royal Jet Master Risk Assessment Register and ensures that the data is updated at all times and hazards are identified so that the accurate risk information is relayed to the senior management.(SMS, HSE, and OHAS)

3 Knowledge of the various requirements laid down by Airworthiness Authorities and the fundamentals of Aircraft Safety and Security.

4 Support the development, lead and implement SMS strategy, to ensure internal consistency and alignment with regulations and international standards.

5 Assists in the continuous improvement of the hazard identification and safety risk assessment schemes and the organization is SMS.

6 Recommending appropriate training courses to subordinates as per the pre-determined Training Needs and evaluating their effectiveness.

7 Models and promotes an organizational culture that fosters safety practices through effective leadership.

8 Acts as an information conduit to bring safety issues to the attention of management and to deliver safety information to the organization’s staff, contractors and stakeholders.

9 Chairing the Flight Safety Meetings, arranging the meetings to assess the quality & HSE performance and making recommendations for improvement

10 Monitoring and disseminating all the flight safety-related information company-wide:-

 Manage the Flight Safety Induction program

 Publication of safety magazine and news bulletins.

 Dissemination of safety information to All Flight crews.

 Monitoring of the fatigue program

 Collating data for trend monitoring

11 Planning and controlling the Safety Management System budgets, Facilitates and oversees the selection and the implementation of the Key performance Indicators related to Safety Performance Indicators (SPIs); Safety Performance Targets (SPTs) across Royal Jet; Management Team.

12 Working with Department Heads to identify and appoint departmental 'safety champions', knowledgeable in and able to act as a focal point for SMS internal safety evaluation programmes.

13 Research and develop new techniques for discovering and identifying safety hazards and quality weaknesses and their resolution, to embed these within the SMS. Establish industry contacts to seek out and introduce 'best practice' methods across Royal Jet.

14 Superintends Royal Jet Emergency Response System to assure to Department Heads that it meets, or exceeds the effectiveness requirements within the Royal Jet SMS.

15 Provide safety recommendations and information to the Accountable Manager on all matters relating to the Flight Safety & SMS in Royal Jet.

Skills

Formal Education Required:

Educated to a minimum university degree in an Aviation Related Discipline from a recognized university. Holding a postgraduate diploma or Master’s Degree in Aviation Safety Management or Aviation Management is highly preferred.

Related Professional Experience, Training, Certification or Membership:

Mandatory

 Can or has held a Commercial Pilot License

 Knowledge of EASA/GCAA mandatory and voluntary safety reporting processes e.g. EASA MOR, GCAA ROSI & VORSY systems

 Knowledge of global safety and security accreditations such as ISAGO (IATA Safety Audit for Ground Operations), IOSA (IATA Operational Safety Audit), and TAPA (Transport Asset Protection Association).

 Computer literate in MS office

 Knowledge of ISO EHS,OHAS and QMS

Preferred

 ISO Lead Auditor (14001,9001)

Years & Field of Experience required:

Minimum 10- 12 years of professional experience within a National Regulatory Authority, an aircraft operator or approved maintenance organization Safety and/or Quality Assurance departments.

Education

Educated to a minimum university degree in an Aviation Related Discipline
